The book does not go away when you turn in the quest. It becomes useless afterwards and you can discard it without fear.

The book has a 20 second cast timer, which can be rather irritating with Ras Frostwhisper's habit of fearing you while you're trying to use it on him. :(

Take note that attempting to use this item after you've completed the quest no longer has any visual effect. The 20 second channeling remains the same, but Ras doesn't change to his mortal form unless you're on the quest.
