This item is for Blizzard employee use only. If this item is in your bag, all mail sent will have the Blizzard logo as a watermark. There isn't much to it, except to prove the mail was sent from an actual Blizzard employee.

Blizzard employees do not use this anymore, they have an external program to send and moderate in-game mail.
