Blizzard did not buff him to lvl 80, in the lvl 80 bg he is still level 70 elite. He spawns if you defend the beacon of the Wing Commanders for 1min, the air griff of Slidore and Vipore will guard the field of strife, Ichmans Gryphon will patroll between the field an dun baldar.
