From own personal view on this:

I think the warlock must have killed cultists to get materials for the bridle, including 1 single item which would drop from a mob atop of the tower (there isn't one nowadays though)

Next they would craft the bridle at the forge (no requiring blacksmithing, since that would be stupid for a warlock)

And then at the altar to the east of the tower infuse this bridle with demonic powers of some sort.

And then finally put the bridle on a normal captured stallion (i think this makes more sense then stealing one of the burning blade cultists)

ALL SPECULATION but makes sense to me though

Can be enslaved by a warlock.
They have no special abilities and seem to be weaker than your normal demon, but it is fun to enslave one of these and then mount up on your own burning horse ;)

As of now, if you do the questline for the centaurs here, they no longer spawn. something to keep in mind if you're farming for the enchanting pattern.

Location 80 80 in Desolace, Shadowbreak Ravine, within the stables.
Respawn timer is ~8 minutes for all of them to show.
There are a total of 3 at any one time.
Mostly drop https://vanillawowdb.com/?item=7073"">(Item #7073) [80%] and https://vanillawowdb.com/?item=4582"">(Item #4582) [40%] if anything at all plus the occasional green or grey [<5% of either]

As LunarNicole pointed out, once you you do the centaur quest line through this area of the zone they will no longer spawn.
