By No Alliance can not buy a Prarie Dog unless a horde puts it up on the neutral AH. I will see what i can do though ; )

By I noticed that the prairie dog makes little squeaks now and then. It does tend to get annoying.

By This pet is available via the battle pet trainer (currently any battle pet trainer can be used, but previously each pet was only available to the specific battle pet trainer for your race) depending on your race. Once learned, it will be available to all characters on your account, the races/pets acquired are as follows:
Pandaren have access to a https://vanillawowdb.com/?npc=65314"">(NPC #65314) regardless of faction chosen, this pet is currently not available through any other means. Most of the other pets listed are available via vendors, i've marked the ones that are not.

By There are currently 5 prairie dog/marmot pets in the game. Here is a quick reference list.
https://vanillawowdb.com/?npc=62695 Borean Marmot (Same Ability Combination as a Brown Marmot)
https://vanillawowdb.com/?npc=61752 Brown Marmot (Same Ability Combination as a Borean Marmot)
Brown Prairie Dog (Unique Ability Combination)
https://vanillawowdb.com/?npc=61141 Prairie Dog (Same Ability Combination as a Yellow-Bellied Marmot)
https://vanillawowdb.com/?npc=62904 Yellow-Bellied Marmot (Same Ability Combination as a Prairie Dog)
All prairie dog/marmot pets can come in a S/S breed. Although, going for a S/S breed is a little redundant when these pets have abilities like https://vanillawowdb.com/?petability=162 Adrenaline Rush and https://vanillawowdb.com/?petability=364 Leap . If you're a tamer that prefers to have a little more power than speed, I recommend trying for the P/B breed of the Yellow-Bellied Marmot (it is the strongest prairie dog/marmot pet).
Good luck out there fellow tamers!
P.S.: It is unknown as to whether or not any of these pets come in ""unlisted breeds.""
