Man, do they even appear in SW? I have yet to see one. Or maybe the spawn times are completely random?

Killed one in Undercity - he was around near the auctioneers, 60 elite with about 70k HP.
He had an escort of 4 flameshockers as well.
Fairly easy to take down as a 70 paladin, but could be tough for a class with no aoe.

It does a fear. The Flameshockers do a stun - there were about 7 or 8 with the one I found.
The NPC guards in Undercity helped me kill them, I assume NPCs in any city would do the same.
The fear/stun combo can definitely mess you up if you don't display at least a modicum of caution - just let NPCs tank 'em where possible.
The Faint Necrotic Crystal showed up with its quest after the Pallid Horror went down. The Flameshockers dropped cash, necrotic stones & minion's scourgestones.
