I want to know what this NPC does. It's roughly the same as the Quartermaster (in the text). It say we have to go to Light's Hope Chapel for further instructions. The Quartermaster did same until we completed a quest there to turn in 10 Necrotic Runes. So I'm starting to think we need to do a quest or get Exalted with Argent Dawn to do something with this NPC (I'm Revered and done the quests I've seen so far).

EDIT: Can also be something that will be added in a later stage of the Scourge Invasion.

Even the one at Light's Hope Chapel tells me to go to Light's Hope Chapel. Clearly a zombie in disguise.
