I put together this outfit for one of my Tauren guildmates:

To my research, it is about as close as you can get to the actual NPC. The belt isn't an exact match, but works just fine. I also couldn't find an axe with those pail green designs (like the NPC's), but the axe used is the same size and shape.

These guys make it impossible for lowbies to get near the thunder bluff bonfire during the midsummer event solo without dying.

I tried to clear the one nearest the fire to allow an alt to get to it, but no go. Kill the one by the zeppelin dock and another spawns in front of the small hut nearest the bonfire, kill that one and another spawns in the same spot.

Looks like buddy-ing up will be necessary.

Looking in the bags of the alt in question I found https://vanillawowdb.com/?item=23180 Flame of Thunder Bluff . Looks like killing the one by the dock gave her just enough time to pick it up. I didn't realize the meter had filled before she was one-shotted again. It was a very close thing.
