Race Master Kronkrider can help (if needed) for you to find Plucky, but most importantly he tells you how to de-Moph him through beckoning Plucky (/Beckon) not /Chicken like most people figure. This is associated to the https://vanillawowdb.com/?quest=1952 Mage's Wand quest chain. Other than that he has no other uses, other than being the Race Master in the Shimmering Flats.

After a bit of waiting he announced a race

Fobeed yells: And they're off!
