His model is one normally used for ""mindless"" undead; I wonder if maybe he's a ""mindless"" undead who has simply retained some tiny portion of mental capacity- not enough to communicate or do anything useful, but he's harmless and doesn't just mindlessly attack whatever he sees, so he's left alone and allowed to live in UC.

This is the NPC greets you when you're done riding on the love boats while the ""love is in the air festival"" is going on.
(He doesn't SAY anything, but I didn't feel the love after being nose too nose with this fellow...)

He stands near the entrance to Sylvanas throne room, almost like he is waiting for an audience. In fact, i think he would be a fine match for Sylvanas. The Banshee King Boyle - ""Dark Lord watch over you!""
