In addition to what was said previously, ""Plucky"" Johnson is not your normal NPC in that he is not present all the time. You have to take some specific steps to get him to appear.

Previously it was mentioned that this guy is involved in a Mage quest. Let's forget about that for a minute and get into how he interacts with the rest of us.

""Plucky"" is located south of Southsea Holdfast in Thousand Needles. Stay on the beach as you go south and you will see Mad Magus Tirth in a big blue circle. Right click on the chicken that is running around (or kill Mad Magus Tirth) and ""Plucky"" will appear. His sole purpose is to sell the Ancona Chicken, which costs 1g and can be used as a money-maker when you sell them for a profit on the AH. You can buy as many as you want, but they don't stack.

OK I hopped on my Mage alt to see what the quest business is all about. When I got to the blue circle, Mad Magus Tirth didn't offer me any quests. According to the section of Wowhead that talks about the ""Get the Scoop"" quest, it has been removed.

BTW, in case you are wondering what the portal behind the tent is for, its involved in the quest ""Ajamon Ghostcaller."" But that's another story.
