I thought it was a reference to a not-so-well-know ""band"" called http://www.last.fm/music/Effcee Effcee , but what Farcaster said makes sense too.

What I have found is a myspace music page about them that only dates back to 2005. This NPC has been in the game since 2004, but I could be very wrong on the date of when ""Effcee"" first came together as a musical group.

So it's not very likely that this ancient kitten is a reference to the band you're talking about.

The two children on the docks are supposed to be a dev and his girlfriend. Maybe their cat is named Effcee IRL?
