This quest can be found at the bottom of the great life. If you come down the lift you will see a body to the right of the life against a rock, simply loot the body, get the journal, open and accept the quest.
You'll then need to go to feralas to turn it in and get the RFK quest.

(on a side not, after looting the journal it will not respawn for roughly 3 minutes)

For those that spent a few mins trying to loot the body, its actually the journal in the body's hand that you loot :)

I can confirm that although when you loot the book it says it requires level 29 but I was indeed able to hand it in myself at level 25, so Blizzard hasn't correctly updated this yet.

It would make sense that the quest level is lower than stated. The horde can obtain the same quest at level 23, A Vengeful Fate.

As of patch 3.0.2 the level requirement of this quest is 23.

The quest that you get from the journal counts towards the Loremaster of Kalimdor total. However, the next quest in the chain, a dungeon quest for RFK does NOT count.

At first I thought my lvl 24 priest wasn't eligible, but it was just that the area for the tooltip to open is very small, so scroll carefully.

This IS very hard to see not the body but the book. I was infact with a 70 Friend who saw it 1st and then traded it to me! I assume she hadn't done the quest.

But does this mean you can mail the book i wonder so grab it on your main and mail to an alt for when the ding 23?

Probably not worth it since you would have to travel there to turn in the quest anyway. Which is not much further and has a flight point to pick up (alliance).
