If, like me, you have weird hangups about getting flagged, know that completing this quest WILL flag you. (It always did, but now Bartleby's flagged, so you know ahead of time. Yay?) Thus, if you don't want to flag yourself, you'll want to do the equivalent level-10 Defensive Stance quests for the other races (go to Ironforge, Darnassus, or Exodar).

My level 11 warrior was offered this quest today (11/30/10) and I completed it and was subsequently trained for Taunt and Sunder Armor.

I logged out and when I logged back in, the talents were lost.

The quest is still available. I was able to get it, do the follow up by beating down Bartleby, and then turning it in. I now have the quest to see Marshal Haggard, heading to see if that one works. So, yes, this IS still attainable.

Working for me too, level 19 Worgen Warrior.
Taught me the skill SUNDER ARMOR when I completed it! Then gave me the follow up: Marshall Haggard.

Confirming that this quest is still obtainable. Just did it on my level 26 worgen warrior.

I did not learn any skills, but that may be because I already had Sunder Armor and Taunt.

Attacking Bartleby does flag you, so be careful if you do this quest then immediately leave the city.
