As another poster mentioned earlier in the quest-chain, this helm is a great upgrade at a level where very few helms are even available.

At level 27, Warriors can get an upgrade from this helm in Razorfen Kraul, https://vanillawowdb.com/?item=6686 Tusken Helm. On new servers (which are virtually non-existent nowadays) where there aren't any high levels able to run you through, by the time you complete the Brutal/Fire Hardened Hauberk, you will probably be close to level 30 or high level 20's anyway, making this a viable option.

The drop chance of the Tusken Helm is also fair, so picking one up and saving it in your bank is a must.
