You don't need to see the innkeeper in Ironforge. When you hand in the Pristine Spider Silk from previous quest, just wait a few and she'll offer the new quest herself. click, click, new robe/shirt.

Neither of the rewards is worth it. An https://vanillawowdb.com/?item=4324 Azure Silk Vest made by tailers is better due to the +6 spell power in my opinion.
