She can be found at 38: 86; same area as the first aid trainer in Orgrimmar

Not a prereq for the rest of the quest chain. I was able to pick up Waters of Xavian from Deino without visiting Anastasia first.

It should be worth noting, this quest and the following questline are mage only, and thus are not Loremaster quality. They do, however, count towards your 3000 for the Seeker title.
