Description

I draw my power - my will to continue living and breathing - from the unmitigated hatred I have for the Scourge and all that they have done. I am, however, no zealot. There are those, like the Scarlet Crusade, who would sooner destroy the innocent undead than lend them even an ounce of compassion.

Which brings me to this: My blaster. It will unchain the tortured souls from Stratholme.

Use it on the ghosts that haunt the ransacked streets. Free their souls.

Some additional information:

You can stand (at 59, anyhow) right near the entrance inside of the Live side, and not get aggro from the first pull ofr level 55-56 skeletons. If you look forward, you can see where the wall for the gates stop and the hallway begins. This is where you want to be. Be careful about running too far ahead, because the gates for the entrance close down behind you, and the only way out is hearthing (or dying).

Be careful, because if you don't tag the mob immediately with the blaster when they're in range, they might walk out of range before the 2.5 seconds of channeling that's required elapses. You can stop some of them with /dance, but(!) they will not allow you to tag them with the blaster, while they're dancing, so it's kind of pointless.

The mob will run at you, and maybe get in a hit before it ""explodes"" into often one, but I've gotten up to four, wisps that are Restless Spirits.

These spirits will flicker around pretty wildly, and you have to tag them again with the blaster to get credit. The channeling effect will make it so that you will always be pointing at the spirit, so you don't have to manually try to keep it in front of you.

Timing from my chat log, the Spectral Citizens show up roughly 8-9 minutes apart, so assuming you only get one wisp per pull, that's 2 hours of sitting at the entrance. I managed to get all mine in just over an hour, though (one pull had 3, another had 4 wisps).

I misunderstood the quest and thought i just needed to zap the ghosts, thus i ran around the entire instance zapping most the ghosts i could find, but to my confusion after the run i still had 0/15.
I then zapped a ghostly citizen and then zapped the whisp(restless soul) - Score.
Since all the nice patrolling ghosts were zapped already i had to hunt for the ghostly ones - which only pop out of nowhere for about 30 sec before disappearing again.
I made this macro to ease the hunt a bit.<div class=""quote"">/tar Spectral

/use Egan's BlasterIt work like a charm. It prioritizes restless souls &gt; ghostly citizens &gt; spectral citizens, so that if more is nearby and one is already zapped, you won't wast time zapping another and miss some souls(which despawn after a while)

The Citizens are inside the Strat Instance on the Dead side. You zap them once, they become a wisp called ""Restless Souls"". Zap the wisp again, they will become 'Freed"" and you get the credit.

In my experience, the pre-quest for this is required before you can get this blaster quest. He won't just give it you.
I got lucky and someone nearby could share it with me. If you have party members at LHC, now you can share from any distance, see if one of them can get it for you.

Barring that, if your side has the nearby PvP tower, you can use it to fly most of the way back.

I am working on soloing this right now for Loremaster, and as a hunter it is a real pain. I have to keep switching my real ranged weapon out for the item here, and then waiting 30 seconds to be able to use it, by which time the ghost has usually disappeared. I've tried just avoiding the trash but it's very easy to accidentally pull an entire area and get overwhelmed even at level 80.

any1 who actually is trying 2 do this quest, don't listen 2 any other posts,.. 2 hours my arsse!
hilarious rly .. kk get the quest, equip the gun, put the gun on a hot key, enter the dungeon,... here's the tricky part.. every grp of mobs u kill brings a quest guy alive.. same spawn point each time, well between 2.. kill a grp, look 4 the quest guy, zap with gun, zap ghosts w/ guns, rinse repeat... took me as a healer solo, 15 minutes start 2 finish..
Play smarter not harder, imho {rofl @ the guy who spent 2 hrs n here }

The spirits come in packs of 1-4 from each ghostly citizen.

I did this quest on my DK having wanted to go along the older placed quests of WoW and came across this quest.

I was clearing strat for rep items so I bothered to pick this one up. Having cleared the entire instance I went back and simply found each of the mobs at random. Bare in mind the Ghostly Citizens do respawn if you don't free enough souls from the ones already spawned. Hope this helps for those in the same position.

This quest is the absolute worst for hunters. To use Egan's Blaster you have to equip it as your ranged weapon... too bad it's NOT a ranged weapon!

So if you're leveling a hunter, I would suggest steering clear of this quest, unless you're confident in killing mobs in stratholme with only your pet and melee strikes. Or you could just keep un-equipping the blaster and re-equipping it, but that's tedious and slightly dangerous as mobs move a lot in Strat.

I had a pretty hard time finding the ghosts until I just stood around. Once you stand around, they seem to walk out, or at least it they did for me.
