Actually its hard to see him. Because he almost blend with the rock and the water. His in he middle of the 2 pylons and the letter is on his hand.

How is anyone supposed to find this? You can't even easily tell that the envelope is clickable. I only found out about it because this quest was linked in a comment on an unrelated quest. Is any mention made of it elsewhere in the game? Are there any hints in-game that there might be a reason to dive to the ocean floor under the broken bridge?

I definatly recommend anyone taking on this quest to take your time and read the letter. It's very touching and nearly exact to the original letter written by Sullivan Ballou to his wife Sarah. It actually made me weep a tear.

This does not appear to be available post-shattering. I went down to where the scroll should be, and nothing was there, even after camping for several minutes. This questline was a favorite of mine, and I'm sad to see it go.
