You need to talk to Sputtervalve, the goblin in Ratchet who gives the Samophlange quest. He is by the flight master and will NOT have a question mark over his head.

Sputtervalve will tell you to talk to Falla Sagewind. She is on top of the mountain directly southwest of the Crossroads.

The glowing shard drops from Mutanus the Devourer, the giant Murloc boss at the end of WC.

After you have killed the 4 leaders of the fang, you can talk to the tauren at the start of the instance to summon Mutanus. The tauren will slowly lead you to the boss's lair, but will be attacked by mobs periodically along the way. Once in the lair he will begin summoning the boss, but again waves of mobs will try to attack him, which you must kill.

Be sure you have the shard in your inventory when you speak to Sputtervalve or he won't show the following part of the quest in his dialogue box. Mine was in the bank, thankfully there's one right there.

This must be the most specific quest in the game.

Also worth to note if you're at war with them, Sputtervalve will not talk with you.

Before I turned this quest in, I was tracking my total quests completed and I had 2343/3000. After turning in this quest my total jumped to 2345/3000 leading me to believe that this was worth 2 quests? I'm quite positive that I turned in this quest and ONLY this quest and it counted for 2. Can anyone confirm?

The quest can be turned in. Sputtervalve now resides in Nozzlepot's Post at north. Falla Sagewind still lives at the same place at the mountaintop.

If you want to do this quest the steps are as follows... But first... things you need to know

- The Quest is started from a DROP ITEM https://vanillawowdb.com/?item=10441 GLOWING SHARD you only get off the end boss in Wailing Caverns - https://vanillawowdb.com/?npc=3654 Mutanus The Devourer

- You must talk to https://vanillawowdb.com/?npc=3442 Sputtervalve First in Ratchet before cashing in to Falla

- This is not a quest you take before going in to Wailing Caverns. You get this quest once done the end boss

Sputtervale is now in Nozzlepots outpost and guarded by two elite horde characters so if your alliance its not possible to complete. At least not at level 54 my current level. I have asked for guidance from big brother and will advise outcome in due course.
