In order to be offered this quest, I believe you need to have your rep with Frostwolf maxed at the Exalted level (999/1000).

You don't need to max out Exalted to get this quest, on two of my characters I was awarded something like 200 reputation after completing this quest.

It's true that you can't get it at 1/999, but you can definitely get it before maxing out.

I can confirm you dont need exalted maxed out. I couldn't accept the quest once i was around 200 rep into exalted, but when I had 980 reputation I could pick it up. Turning it in netted me the remaining 19 reputation.

if i had to take a guess, id say you have to be within 500 rep of 999/1000 to get this quest, as completing it gives 500 rep, thus maxing you out if you were at 499/1000.

This trinket is good for entry level tanking when you don't have https://vanillawowdb.com/?item=28528 https://vanillawowdb.com/?item=28528 or https://vanillawowdb.com/?item=34473 https://vanillawowdb.com/?item=34473 yet.

The 24 dodge rating it gives you translates to 1.27% dodge at level 70.
In comparison, the Pocket Watch gives 2.01% dodge at level 70,
and the Commendation of Kaelthas' proc yields 8.03% dodge.

I was offered this quest at 961/1000 Exalted rep. Rewards 11 Gold 40 Silver at 70.

Also rewarded remaining rep for full Exalted.

This quest chain through the various levels of reputation does not count towards any of the ""Loremaster"" achievements except the https://vanillawowdb.com/?achievement=978 3000 quests completed one. So no dice for Eastern Kingdoms or Kalimdor, which is unfortunate.
