still sends out dragonslayer buff if there's already a head on display, just might take a few to actually happen... turned one in tonight and it made me mad when it didn't do anything, but wound up hitting 5 minutes later when I started pawning the drops from the run

Yep. Confirmed. After you hand in the quest, you should wait for 5 minutes until Runthak start to move and yells your victory.
