Even if you are hated in Gadget, kill the guards (77) and talk to the NPC. he's still neutral.

Apparently, if you have previously completed this quest, dropped smithing, and took up the hammer again, you'll be unable to learn the pattern a second time. As if grinding smithing wasn't already painful enough.
