I found him at 52'15, so he's either got a large patrol route or different spawn points, after 2 min of writing this 'The Rake' spawned in his place a 10 rare lion instead of Ghost Howl.

Ghost Howl actually patrols clockwise around Thunder Bluff.
He is a rare spawn.
Nice drops too.

I just completed this quest, and after turning it in, I spoke with Skorn one more time. He said, ""You killed Ghost Howl. You're a stud!""

I thought that was pretty cute. :)

Killed him directly west of TB, near the Harpies.

He was going Clockwise. He dropped the cloak, nothing else.

Currently in Cataclysm Beta, I have been unable to hand in the quest. The NPC 'Skorn Whitecloud' cannot be found anywhere in Bloodhoof Villiage.

Edit: He is now located in a new camp (Camp Sungraze) located at 49,17. For those without coords this camp is located halfway between the Wildmane Waterwell and Red Rocks and appears on the new maps.

There have been lighter moments on my seemingly endless attempt to gain the Loremaster achievement. One of the shining moments is when I checked Skorn Whitecloud again after turning in this quest.

He says, ""You killed Ghost Howl. You're a stud!""

At time of posting, the cloak that provides the quest is removed once you turn in this quest.

I was surprised and disappointed after popping out of my Cat-form after a long session of questing to realize I was now cloak-less.

Real shame, I love the dark-colored long capes.

I hung around at Wildmane Water Well for about 1-2 minutes and he appeared. I think this is better than running around looking for him. the Exact coords are 42,17. He is a big white wolf.

As of patch 4.3 the cloak is no longer wearable, it is now just a quest item in your inventory.No other quest or quest giver leads you to this quest, you just have to find Ghost Howl and dispose of him. I watched Ghost Howl patrol for over 15 minutes ... yeah I know ... but was curious. He is not an elite or rare, just a slightly larger version of the Paire Wolves in the area with a blue tinted white coat. He only circled around the Wildmane Water Well, just to the outside of furthest Grimtotem Vandel mobs around the well. For me all he dropped was the quest item, the Demon Scarred Cloak, and a Small Leather Collar. He respawned within 2 minutes in the same area almost due north of the well. Perhaps that was just luck of the respawn, your milage may vary.
