That is one stupid orc. It would appear as if you need to find this brand and gain the Mark of Drakkisath in order to access the Orb of Command.

The letter indicates that General Drakkisath guards the brand. Perhaps you should investigate.

Description

Imbecile,

I hold very little faith in your ability to prevent outsiders from accessing the master's lair. In the very likely event of your death, this orb has its own failsafe built in to prevent outsiders from teleporting directly into Blackwing.

Only those with the Mark of Drakkisath branded upon their hand may make use of this orb. Thankfully, Drakkisath is not nearly as incompetent as you, Quartermaster. He guards the brand himself!

All you need to do is get the letter from the quartermaster who is near the UBRS/LBRS entrance.

Once you have the letter you start the quest and you need to go through UBRS and kill General Drakkisath and touch the orb to finish the quest.

You will then be attuned to BWL and able to use the outside orb to enter BWL.

This is without doubt the best quest in the game. If you don't usually have a full quest log I suggest keeping it just to read so you can fall in love with Rend Blackhand...

At 80 it's possible to stealth behind Drakkisath and his guards to click on the orb. Maybe I got lucky, but doing so didn't draw aggro. Good thing too, because Drakkisath was the only boss in UBRS that proved to tough to solo. It's probably doable with good gear, but not my quest greens and blues.

When you turn in this quest the window has this piece of text in it:

Just solo finished this quest as a 60 Prot Paladin (Merkinjerk, Frostwolf). Had about 5.6% hit chance which added a grip of JoL and SoL heals.

Everything up to Drakkisath was soloable to some extent. The group of 5 right before Drakk took two attempts; on the first try I killed the Captain (MS was my demise) and promptly died. Without the MS debuff the remaining 4 were easy kills.

As far as clicking the orb, I figured I would bubble and be fine to complete the quest, but the mobs crowded the orb and before I knew it I was getting dom'd. Luckily I spam clicked until I dodged 3 hits in a row and was able to turn in the quest just before dying. :)

Scarshield Quartermaster is marked as ""rare"" but he respawn in few minutes.

Well, get it before it's too late, then; just completed today at 85 as an arms warrior, took around 20 minutes to do the quest, mostly because I couldn't find the way (as always) to reach the general, but in the end I discovered it was enough going through dragonspire hall, go near the entrance of BWL, then kill the beast (if you want) and then drakkisath, all at the same floor. The beast does a lot of fall damage, but I think I was able to solo it back at 80 with very bad gear (never done a dungeon at the times), the only thing I couldn't solo at the time was drakkisath, due to his guards that even if killed respawn.

Then I tested the orb and it says blackwing lair is not available at normal difficulty, but I think it was because I wasn't in a raid group, cause it happened the same for molten core attunement.

To complete this quest:
1. Enter Blackrock Spire instance
2. In first room you come to, go up the left set of stairs and turn left up a shorter flight of stairs into Dragonspire Hall
3. You must kill everything in this hall - mobs are in groups in small rooms on the sides.
4. When everything is dead, a door opens at the north end of the hall. Go through it and follow the stairs up and around.
5. Now you enter the Hall of Binding and another locked door blocks your path.
6. Click on the Blackrock Altar on the left side, kill all adds.
7. Wait until the elemental on the platform in the middle reaches full power and he then becomes attackable. Kill him and the door at the Southern end of the room will open.
8. Go through the door into The Rookery (this is the room where you get the Jenkins achievement, incidentally)
9. Go right and double back on yourself up a slope. Take the first set of steps up, into the Hall of Blackhand.
10. Turn right, go through the hall and up one of the sets of stairs at the East end. You're now at Blackrock Stadium. Jump down into the pit to start the boss encounter here.
11. Kill waves of adds and finally kill a boss (Warchief Rend).
12. A small gate on the South Side of the pit opens up when Rend dies. Go through it.
13. Left. Up a slope. Right. Down a slope. Right again. Over a bridge.
14. Enter a room called Spire Throne. You'll find General Drakkisath in this room. Kill him and loot the orb that appears behind him.

Quest complete.

I've had this quest on my log for a very long time, I kept getting confused on which way to go, but thanks to Rocknight's post, I was able to figure out where I was going wrong.
