After you have done the first quest where you handle in 60 Runecloth, that quest is replaced by this repeatble quest where you, as you see, have to handle in 20 cloth. It will only give 75 rep, but its the only way to Exhalted if you have done all the quests.

to make this process easier create a macro with the following:

/run SelectGossipAvailableQuest(1);CompleteQuest();GetQuestReward()

talk to the NPC then mash the macro button and it will accept the quest, complete it and close the window

Does she still offer this quest? I'm 300 rep short of exulted with Ironforge, but she will only give me the Donation of Mageweave quest. I have turned in the mageweave before, but can't get her to go to runecloth. Any suggestions?
