This quest is turned in to https://vanillawowdb.com/?npc=14724 Bubulo Acerbus in https://vanillawowdb.com/?zone=1537 Tinker Town, Ironforge. This is a repeatable quest where one can turn in a stack (20) https://vanillawowdb.com/?item=14047 Runecloth to increase their reputation with the https://vanillawowdb.com/?faction=54 Gnomeregan Exiles all the way to exalted.

to make this process easier create a macro with the following:

/run SelectGossipAvailableQuest(1);CompleteQuest();GetQuestReward()

talk to the NPC then mash the macro button and it will accept the quest, complete it and close the window

I don't know if it was added in Wrath of the Lich King or before, but in the area south of The Ebon Hold, Eastern Plaguelands, there is a non instanced dungeon with extremely high drop rates called Tyr's Hand which is in the 55-60 range
