When this quest is completed, players on Yojamba Isle and in Booty Bay receive the https://vanillawowdb.com/?spell=24425 Spirit of Zandalar buff, increasing all stats. Only players below a certain level (possibly 63, I don't recall exactly) will receive the buff.

This quest has been removed in cataclysm. However the item still exists, and will still allow you to start the quest. If you have it and go to the location the quest tracker tells you to you will actually see the quest-giver question mark on the minimap, but after a lengthy discussion with a GM it seems that that is a bug. It is no longer possible to turn in the quest.
