This quest becomes available after completing The Path of the Righteous (https://vanillawowdb.com/?quest=8301 https://vanillawowdb.com/?quest=8301) and reaching Neutral with the Brood of Nozdormu. Normally this would be done by farming a huge number of silithid parts for the repeatable rep quest, but once the gates have been opened by someone doing this questline it's much easier to reach that rep level by killing stuff in AQ.
