Anyways, watching her glide across the water was quite a sight to see. I'm glad her infamous captain will trouble my ships no longer.

Solod as a level 13 mage with only minor difficulty. Might be hard as other classes until level 14 or 15. He was located at 64, 47 near a tent. Human wearing a red long-coat.

As you enter Frey Island from the western side and looking east there is a two story building to your left (north). Co-ords for the building are 77,89. There are 3 pirates as you enter and an additional one on the stair who will join the fight.

Cap'n Garvey is in the second room behind the small stairs and has two guards. The room is set up like a pirate lecture hall. Probably where they teach Pirating 101. Easy fight but you will have to come back here to grab the guns on the gun racks for another quest.

Easy Solo at 15 Hunter.
I took a little while finding him but all in all a pretty simple quest

Found him in the building furthest away from the small training spot in the middle of Fray Island.

From what I ve found out for those who use range attack the loot won't drop unless you use close attack
