Your reputation with Argent Dawn must be at least Revered
Your reputation with Argent Dawn must be lower than Exalted

For 7 Insignias of the Dawn and 7 Insignias of the Crusade you may choose an item from the Argent Dawn's treasure cache.

Revered is the level where you get the real break on mats for this quest. Waiting until exalted will only save you (2) more insignias [1 of each type]. Wait till revered for the superior items and wait for exalted for the epic items.

This quest is repeatable -- but not for the bag since it's BoP and Unique(1).

The bag is certainly useful at level 70. However, the bag costs 420 monster parts. At roughly a 40% drop rate (it varies), that means that you'll need around 500 kills per new slot over a 16-slot bag.

Spending 50 gold at the auction house for an imbued netherweave bag (https://vanillawowdb.com/?item=21843 https://vanillawowdb.com/?item=21843) seems like a bargain by comparison.
