I've completed all of the quests, including 'The Demon Seed' (according to EveryQuest) and am unable to get a flawed power stone.
I'm lvl80 and working on Loremaster, which is why I'm returning to these low level quests.

Tested today, it does count towards Loremaster - Kalimdor. Remember to grab the Flawed Power Stone next to the quest giver on the table before attempting ""The Demon Seed.""

I've had people tell me they could get quest 809 right off the bat from Neeru...but he didn't have the quest for me until after I'd done everything else listed above...maybe he doesn't like blood elves or something :)
