This is one of several ""compound"" quests started by both https://vanillawowdb.com/?npc=7506 Bloodmage Lynnore and https://vanillawowdb.com/?npc=7505 Bloodmage Drazial.

These are repeatable, but you can only carry one of any of the items. Once used, you have to go farm up another.

Before you start this quest, you should know that there aren't enough vultures in the entire zone to complete the quest, even if it were a 100% drop rate. You'll have to wait for the groups to respawn several times before completing.
