To better clarify things, getting this quest may not be obtainable, however if you had the quest in your log PRIOR to 4.0.3 patch you can turn in the quest in Kharanos by the mailbox.

I did so today.

Quest helper and Wowquest assistance will tell you to go between Khranos, and Gnomer. This is incorrect. You will find the https://vanillawowdb.com/?npc=1375#ends npc is not there. Go to 54.51 area. You can turn it in there.
