Found in the outpost tower just south of Splintertree, on the top floor of the tower. If you went onto the first platform of the tower, then you havne't gone far enough. Up one more, then you should see her.

Exact location is 70, 68. And as said, she is on the top floor of the tower, not the middle one :)
