This NPC ( Lorekeeper Kildrath ) is in dire maul in Library. You can go there from West and North entrances but you need to open a door which need a key.
P.S. Does anyone know how much lockpicking the door need?

Solo-able at level 59 (assuming you don't have the key) with 295 lockpicking skill. To gain entrance to Dire Maul North, simply equip Dark Leather Gloves <pre class=""code"">https://vanillawowdb.com/?item=4248 https://vanillawowdb.com/?item=4248</pre>which give +5 to your lockpicking skill, taking you to 300 at which point the door to DM North will become pickable.

This quest is locationally broken. When you accept the quest, the map tells you to turn it in at the Dalaran Crater in Alterac. Needless to say, there is no one under the question mark. :P

I can confirm this quest is still completable if you had the item before the Shattering and it does still give 500 Shen'dralar rep (550 with the 10% rep guild perk, 600 as a human with both the racial and perk).

Every time you zone it will remove the quest from your quest log, but you'll keep the item. Don't bother accepting the quest until you're in Dire Maul - West.

At this point (4.3.3.) it can still be turned into Lorekeeper Kildrath in the Athenaeum (which means library) in Dire Maul. To find him easily fly into the Broken Commons of Dire Maul and enter into the West Entrance. This brings you into the Capital Gardens. Cross over to the Court of the Highborne (on left side), then through door at bottom of ramp that needs to be lockpicked, which brings you into the Prision of Immol'tharm, then take a right and go through corridor (another door but not locked) into the Athenaeum, which is where you will find Lorekeeper Kildrath. It still gives Shen'dralar rep (I got 600).
