""Seal of the Earth"" is a quest activation node, not a quest itself. It is used in conjunction with the Runestones to summon the two elite dragons for the quest ""Broken Alliances""

The 2 summoned dragons are no elite (patch3.1.3) but they are 50th lvl.
You can easyfight both them without attracting the elites around
if you stay bit north-east from summoning pillar.
I fought them being lvl47 rogue. Bit hard, but done :)

Please note that Add-ons (Such as EveryQuest) and the Wowhead Profiler do not count this quest as completed even if you have done it. This is because it is one of the ~Pick up and hand in with one click~ style quests, or one of the special repeatables which are scattered around the world which don't actually seem to treat themselves as real repeatables. Even if you query the blizzard servers for your completed quests, this quest registers as incomplete.
