Each of the races has a seperate NPC that gives this quest. The NPC is usually located near the tailoring trainers in the race's capital. Turning in the quest to that race's NPC also gives you a significant amount of reputation for that race.

The first turn in for each kind of cloth in each city counts for loremaster. Just took Kalimdor from 686 to 690 in The Exodar. So if ya haven't turned cloth in at any town... go and do eeet!

Removed from game post shattering? I'm running around Darnassus looking for him, cant seem to find him.

Perhaps the quest/npc has been removed because of the new tabards?

I assume this is correct as I haven't been able to come by this quest in Darnassus either.

This quest and all the cloth turn-in quests have been removed from the game. City reputation is now available with the city tabards.
