You need Friendly reputation with https://vanillawowdb.com/?faction=510 The Defilers to get this quest. At the same time, if you meet Defiler's base first time since you are Friendly with them, you will get https://vanillawowdb.com/?item=20228 this item with 1250 experience from the Supply Officer standing next to Dwire.

Title is misleading. You only need to hold four bases. You do not need to take them yourself.
