Removed when the War Effort was completed. This was involved in the server-wide questline to open the gates of Ahn'Qiraj. Currently, all new servers now begin with the gates pre-opened, so even on new servers you will no longer see this quest. And soon, with Cataclysm, you will no longer see the raid zone Ahn'Qiraj. It will have been de-instanced.

This quest is incorrectly marked as not sharable. It actually is shareable. Quite often I'll join a random instance with other people from different realms and share this quest with them. However, if your server has already opened the gates of Ahn'Qiraj, you won't be able to complete the quest, as the npc you turn it into will of disappeared.
