Decoy!

Additional requirements to obtain this quest:
Narain Soothfancy in Tanaris wants you to travel to Winterspring and place the Bag of Gold at the drop off point documented by the booknappers.
 •
Who Does Number Two Work For?
Provided Item:
Narain's Special Kit

Description

I've got it! Here's what we're going to do. I'm going to fill a sack up with rocks and you're going to make the drop. I know it said that I should make the delivery and I'm going to - sort of.

<Narain looks you up and down.>

Yes, you will do just fine. Take this turban, robe, and sack of rocks and head to the drop off point in Winterspring.

I've included everything you need in this special kit. When they show up to pick up the goods, snuff them out! That will teach them to mess with Narain!

Completion

I think we may have underestimated these booknappers.

This quest and the NPC it spawns is a reference to the 1960s cult TV series ""The Prisoner"", in which the protagonist would constantly ask, ""Who Does Number Two Work For?"". He is finally introduced to a man wearing an ape mask.

You can take more than just one bag with you. I took 4 of them with me. I did the quest using the contents of one bag and still have the 3 remaining. Take them with you in case you fail the quest and need to re-summon.

You need to kill a lvl 61 Elite ape which is really hard to solo as a Frost [pvp] mage after you put the Bag of Golds at the dropp-off point . Bring another dps friend or a tank friend to kill ""Nuber Two"".

Additional info about ""Number Two""
It disappears in 10 mins or something like that. If you fail to complete this quest (i mean if mob despawns before you kill it) you have to re-take the quest OR you can do like Lieandra said.
You cannot find information about that mob in Wowhead. Mob is not in the database.

Once the Bag of Gold has been planted, a gyrocopter called Doctor Weavil's Flying Machine makes an approach from the east, eventually touching ground. Doctor Weavil disembarks and walks over to the bag, whereupon the following little monologue takes place:

[58:19]Doctor Weavil says: No hello for your old friend, Narain? Who were you expecting?
[58:25]Doctor Weavil eyes you suspiciously.
[58:27]Doctor Weavil says: So... You thought you could fool me, did you? The greatest criminal mastermind Azeroth has ever known?
[58:35]Doctor Weavil says: I see right through your disguise, <race>. Number Two! Number Two kill!
[58:46]Number Two says: KILL!

immediately after which Number Two, the enormous gorilla, appears from the gyrocopter and attacks you.

This quest appears to be currently non-functional as of 3.0.8. Dr Weevil does not spawn in Winterspring after putting on the costume and dropping the bag.

I had the 'bug'.

Dropped the bag and waited for about 5 minutes. Then rode back to the Ice Bridge then turned back. Waited for about 10 seconds and the plane landed.

Maybe you just need to be out of the vacinity.
Remember all those films where the drop is being watched by the Police/FBI etc but the villian can't see them. Maybe it's the same here....

After reading a few key comments scattered here and there, I believe your success in getting Dr. Weavil to spawn right away depends on the order of the items used.

Here's what seems to work, and I can confirm it with my own experience:

1.) Drop the gold on the ground FIRST.
2.) Put on the costume SECOND.
3.) Dr. Weavil should spawn seconds after.

If this can be confirmed by another, please let me know! Happy questing. :)

Also, since I had trouble with this myself:

The ""entrance"" for the path leading up to the drop point is at approximately (65,72), behind a cluster of three trees (one short evergreen, two tall). On the minimap you should be able to see a thin, black line which is the path you need to take to reach the drop-off point. Just don't fall off the edge of the cliff!

Just completed this quest
I had put on the costume before dropping the gold right behind the chair at the little camp at the end of the path you find. Dr. Weavil did not show up for a good two minutes. I also ran to the start of the trail to look for him so I do not know if it was the walk or the time that triggered him to appear.
The monster you have to kill is just a 61 elite ape.

In addition to an awesome quest, you also get to turn into a gnome.

That's a reward in itself.
