It seems like you have to complete https://vanillawowdb.com/?quest=9033 Echoes of War first before gaining access to this quest.

Confirmed, I've just completed [Q]Echoes of War and this quest became available.

the pre-req, Echoes of War, can still be completed in the lvl-80, relocated Naxxaramas.

I noticed the details above say the quest is no longer available in the game, however I recently completed Echoes of War and this quest became available to me. will be attempting to complete here shortly.
