While this quest may seem unnecessarily hard, the reward from it (in terms of both item and faction) can be considered worth it.

To complete this quest, simply collect 12 Abyssal Crest for a Mrdallion of Station, and then 3 Abyssal Signets for a Ring of Lordship.
From there, you can summon the boss that you must kill to pick up the Abyssal Scepter.
Note that the boss requires at least 20 decent-geared players to be downed.

The ring is blue and provides nice NR for the various dungeons that utilize nature damage.
However, you might just want to pick up a Jasper Link of Nature Resistance (https://vanillawowdb.com/?item=11978 https://vanillawowdb.com/?item=11978) off the AH for an amount of gold depending on your server.

In addition to the ring, you also recieve 200 reputation.

This bunch of quests where you have to keep grinding away to pick up billions of very low dropping Twilight Cultist robes, is most likely the worst chain in WoW.

This is a copy of a copy not mine but after looking for over and hour i came across this and it is the best info i have found u know what stone goes to what here that what was needed thank goodness

i copied this post from Killswitch1968 on another thread, it answers your question properly. (Disclamer) The credit for this post belongs solely to that mastermind freakshow.

1. Farm Twilight Cultist humanoids in Silithus. You will need 16 complete twilight sets and 9 large brilliant shards to get the materials to summon the boss that drops this.

2. Use 12 twilight cultist sets to summon 12 Templars from the Lesser Windstones. You may need another person's help, but the Templars are soloable. Each will drop an Abyssal Crests. You will have 12 crests at the end of your summons.

3. If you are Friendly with Cenarion Circle, you will be able to trade in 3 abyssal crests + 1 large brilliant shard for a 'Twilight Medallion of Station'. Do this 4 times, yeilding 4 Medallions of Stations.

4. Take 3 Medallion of Stations and 3 Twilight Cultists sets, and four other party members, and use them on Normal Windstones to summon Abyssal Dukes. Each Duke drops an Abyssal Signet. You should have 3 of these at the end of your summons.

5. If you are revered with Cenarion Hold, you will be able to turn in the 3 Abyssal Signets + 5 Large Brilliant Shards for a ""Twilight Ring of Lordship"". Take this ring, your last medallion, and your last twilight cultist set and use it on a Greater Windstone. You will have a 1/4 chance that High Marshal Whirlaxis will be summoned. If you fail to kill this boss you lose all the materials required to summon him.

More information at Wowwiki.com .

My one edit to Mr. Killswitchs post would be to let you know, this series of actions will spawn one of the Abyssal High Counsel at random. each has a different loot table, and the Abyssal scepter has an average of 30%ish drop. GL

I collected all of the items, got the lordship ring and took on the final lord. As a hunter I kited him about 200yds away and he disappeared. Now I have to collect all of the twilight cult sets again and start over since my lordship ring disappeared when i started the fight.... Incredibly poor quest design!

Attempting to farm all of the required materials is an exercise in patience. Or masochism. Instead, get the 16 required outfits from the auction house.

If my math is right (hit and miss...), you've got a 5-6% drop chance per mob for any given item. I've never, ever seen them drop more than one, so each drop pool is separate. Using the 5% drop rate, for one item you're going to need to kill 320 of these guys, meaning you're going to need to kill 960 to get the whole set of 16 outfits. And this is assuming you actually see 5-6% drop rates among those 960 mobs. That's a pooled average, not necessarily reflecting what you're going to see yourself.

Your call as to whether or not the time to farm around 1,000 mobs is worth it to you. As a level 80 afflock, I can down these guys by the group, in seconds, and it still was taking far, far too long.

How to do this quest

1. First of all you need a set of https://vanillawowdb.com/?itemset=492 Twilight Trappings. That means https://vanillawowdb.com/?item=20408 Twilight Cultist Cowl, https://vanillawowdb.com/?item=20406 Twilight Cultist Mantle, and https://vanillawowdb.com/?item=20407 Twilight Cultist Robe. They drop randomly from the different kinds of twilight mobs in the three twilight camps in Silithus.

2. Equip all three items and click on a https://vanillawowdb.com/?object=180456 Lesser Wind Stone. There are two of these in each twilight camp. A mob will spawn, kill him and loot the https://vanillawowdb.com/?item=20513 Abyssal Crest.

3. Repeat 1-2 two times.

4. Return to Cenarion Hold and speak to https://vanillawowdb.com/?npc=15282 Aurel Goldleaf. Deliver the three https://vanillawowdb.com/?item=20513 Abyssal Crests to her along with a https://vanillawowdb.com/?item=14344 Large Brilliant Shard to get a https://vanillawowdb.com/?item=20422 Twilight Cultist Medallion of Station.

5. Now go back to the twilight camp and get a new set of https://vanillawowdb.com/?itemset=492 Twilight Trappings.

6. Equip the set and the https://vanillawowdb.com/?item=20422 Twilight Cultist Medallion of Station. Click on a https://vanillawowdb.com/?object=180461 Wind Stone (make sure it's not a lesser wind stone this time). An elite will spawn, kill him and loot the https://vanillawowdb.com/?item=20514 Abyssal Signet.

7. Repeat 1-6 two times.

8. Return to https://vanillawowdb.com/?npc=15282 Aurel Goldleaf again and deliver the three https://vanillawowdb.com/?item=20514 Abyssal Signets along with 5 https://vanillawowdb.com/?item=14344 Large Brilliant Shards to get a https://vanillawowdb.com/?item=20451 Twilight Cultist Ring of Lordship.

9. Repeat 1-5.

10. Equip the set, the https://vanillawowdb.com/?item=20422 Twilight Cultist Medallion of Station and the https://vanillawowdb.com/?item=20451 Twilight Cultist Ring of Lordship. Click on a https://vanillawowdb.com/?object=180466 Greater Wind Stone. A bigger elite will spawn, kill him and loot the https://vanillawowdb.com/?item=20515 Abyssal Scepter.

11. Return to https://vanillawowdb.com/?npc=15282 Aurel Goldleaf to complete your quest.

This might be the longest and most boring quest in the game, but there you have it. To solo the last elite, you should either be lvl 80 or pretty good geared. He's designed for 20 players at lvl 60.

FULL COMPLETE VERSION:

For those who need a full explanation of how to do the quest here's the breakdown:

The bosses will not be summoned by just anyone they will only be summoned by neophytes or peons that worship them or follow their creed. So to fool them you need to equip their armor sets and then attempt to summon them. The Twilight Armor Sets disappear or get vaporized when summoning the bosses at each of the 3 different summoning stones. This is why you need so many sets of armor. With that said here is the fastest way to do this:

Step #1

Farm 12 of the 3 piece Twilight Armor Sets or try to buy them from the Auction, good luck at the latter. Buying the sets may not be a great idea if you're not revered with Cenarion Circle yet. You will want to go to a Lesser Wind Stone every time you get a set of the 3 pieces of twilight cultist armor and kill the boss, because the Stone's have a cool down re-spawn time. If you're the normal level (level 60) for doing this quest be prepared 7k hp probably a decent challenge at level 60 or there about, no worries at level 80. Collect the drops from the bosses until you have 12 Abyssal Crests.

Helpful hints for Step #1:

- Remember while farming to save all the Encrypted Twilight Text that drop for the rep, the text stack in your inventory so you should never throw them away unless you are already exalted with Cenarion Circle as they only take 1 inventory slot. Even still they are able to be put on the auction for a fairly decent amount. Most likely saving the Encrypted Twilight Text and turning it in for rep will get you to revered status faster than any other method if you're not there yet after farming the sets.

- You turn the Encrypted Twilight Text into Bor Wildmane for 500 rep per each 10 of them you give to him. This is also a great way to get to exalted status with Cenarion Circle.

- It's better to farm at the Twilight Outpost in the lower left corner of Silithus. Questhelper shows Twilight Base Camp as only place to do the quest so it's usually going to be somewhat crowded there. You can farm the armor sets at any of the following locations in Silithus:

Twilight Base Camp - Middle area of Silithus
Twilight Post - Upper left/middle of Silithus
Twilight Outpost - Lower left corner of Silithus

- You can try either of the 3 locations but I found that Twilight Base Camp and Twilight Post were constantly being farmed. I had Twilight Outpost all to myself for the duration of my 3 piece armor set farming requirements.

Step #2

IMPORTANT - You must be Friendly with Cenarion Circle to complete this step.

At this point you will need at least 4 Large Brilliant Shards. After getting 12 of the Crests and getting to Friendly status head to Aurel Goldleaf she's right behind the mailbox next to the inn. Trade 12 Abyssal Crests and 4 Large Brilliant Shards for 4 Twilight Medallion's of Station.

Note: Aurel Goldleaf will require 3 Abyssal Crests and 1 Large Brilliant Shard per 1 Twilight Medallion of Station.

Step #3

Farm 4 more additional 3 piece sets. After obtaining each complete 3 piece set you will want to immediately go the regular Wind Stone and put on all the regular 3 pieces and then also put on one of the Twilight Medallion's of Station each time before summoning. Now summon at the regular Wind Stone, kill the boss and pick up the drop (Abyssal Signet). If you're the normal level (level 60) for doing this quest be prepared 11-13k hp probably need at least some kind of healing and a group at level 60 or around level 60. Accomplish this 3 times. This should leave you with 3 Abyssal Signets and 1 left over Twilight Medallion of Station.

- The re-spawn time on the regular Wind Stone seems to be like 10-20 minutes, kind of lame CD time if you're level 80 doing this. Other alternatives are to run to one of the other outposts to summon at their regular Wind Stone's rather than waiting for CD on re-spawn time. But remember there are usually peeps at the other Outposts so to resume farming you have to run all the way back :, unless you're very patient and don't mind waiting for minimal re-spawns while everyone tries to steal them from each other prolonging the process exponentially.

Anyways, after getting all 3 Abyssal Signets farm one last 3 piece set of Twilight Cultist armor.

Step #4

IMPORTANT - You must be Revered with Cenarion Circle to complete this step.

You will now need 5 more Large Brilliant Shards. Take the 3 Abyssal Signets and 5 Large Brilliant Shards and trade it to Aurel Goldleaf for a ""Twilight Ring of Lordship.""

IMPORTANT NOTES FOR LEVEL 60's - 70's

Level 77's and up won't really need to worry about these notes, just go straight to step #5 to complete the quest.

<<((IMPORTANT))>>

- This is the last boss be prepared and have a fairly big group (5 man minimum) if you are levels 60 - 70 or around there. The boss has a fair amount of HP for a level 60 player, I think the boss has around 39k-40k.

<<<<<<<<<<(((((Failure to kill this boss will require you to repeat the entire process!))))>>>>>>>>>>

- I might be wrong on the HP I did it about a week ago. I soloed this easily with 5.3k Gear Score at level 80 so I might be overstating what you'll need at levels 60-70. But then again who in their right mind would ever do this twice, so yeah overkill is not a bad thing. 10 man it if you're not sure 5 peeps can do it and can find the peeps. From what I've understood from friends who have been playing WoW since the beginning this use to be a 40 man raid back in the pre-Burning Crusade days of WoW. But lets not forget the many different upgrades to level 60-70 gear since then and if you have a few level 65's - 70's with you then you'll probably be fine.

Step #5

Go to the nearest Greater Wind Stone located in the Twilight Base Camp (Middle area of Silithus) and put on the last basic 3 piece set also add the last Twilight Medallion of Station and now include the recently obtained Twilight Ring of Lordship and then summon. Take down the boss then just loot the Scepter and turn in the quest.

If you are planning on getting just one scepter, there's another quest that requires it to be handed in, here: https://vanillawowdb.com/?quest=8352"">(Quest #8352)

Since the reward from A Humble Offering (AHO) is worth next to nothing at a high level, do Scepter of the Council (SotC) instead. The reputation gain is the same (unless it's been changed in the latest patch - I got 1000 reputation from that quest, not 500 as wowhead says, and I suppose rep gain on AHO has also been raised accordingly), but the chest from SotC reward contains some 95 gold along with lots of goodies (mostly useless, but they sell nicely to vendors and some even at AH).

Don't get exited like I did and think the game's not using the twilight set. If you have extras in your bag (likely since the robe has a significantly lower drop rate), you will auto-equip another piece from your bags.

So you will need the amounts crunched above.
