Cozzle's Key is located on Cozzle in the Venture Co. Operations Center at 43, 18. Use the key to unlock the footlocker located at 43, 20 south of the operations center inside a small house.

Once you open the chest, for whatever reason, don't close it without looting the plans, as it will eat your one-time use key and the chest will lock again!

Rogue's can pick the lock on the box with at least 170 lockpicking (max at 34) and won't need Cozzle's Key at all.

Forman Cozzle is at the top of the tower, kill him get his key and unlock a chest at the bottom(at 43,20) and your done!

Kill the Venture Co guys and loot the Tumbled Crystals for the quest https://vanillawowdb.com/?quest=213#comments:id=278403 Hostile Takeover

Then you can go north to complete the quest https://vanillawowdb.com/?quest=605 Singing Blue Shards

Finish 3 quests at the same time!

Acctually, all of your descriptions are for the previous quest in the quest line, this quest is just to deliver the blueprints to Pozzik at the Shimmering Flats.
