I did it in that order, but I presume that you have to complete all 4 of the BS quests in order for Galvan to give you the Expert Blacksmith! quest.

So i did all the quests for this and it will not let me turn this one in. Continue is greyed out. There is no other quests or activities left for this, so I don't understand what I am supposed to do.

If it says: quest failed (as it did with me) abandon quest, wait for Galvan to respawn, get the quest again, and wait for Galvan to finish his trinket.
He walks around a bit and then comes back to the forge and crafts you the trinket.
