Simple enough. Talk to the innkeeper up stairs, buy the Thunder Ale for 50c, and give it to Jarven.

There is no XP because this quest is simply a side step in Bitter Rivals (https://vanillawowdb.com/?quest=310 https://vanillawowdb.com/?quest=310).

another quest that shows as incomplete when it's actually been done, I'm guessing that's to do with the fact that it used to be repeatable.

Jarven shows a blue ? so I figure this quest is actually repeatable... but only until you complete the Bitter Rivals quest. Hopefully its actually until you accept the followup to that, in case you run out of time before you can accept. I haven't tested that though.

This quest is removed in Cataclysm.
