You receive this quest in Lights Hope right after you turn in the the quest Above and Beyond. The quest to kill Baron Rivendare and return with his head.

Also, you'll have to complete The Archivist before you can get Balnazzar's head.

So it's as follows:

'The Archivist' (https://vanillawowdb.com/?quest=5251 https://vanillawowdb.com/?quest=5251).

Killing Balnazzar then gets you 'The Truth Comes Crashing Down' (https://vanillawowdb.com/?quest=5262 https://vanillawowdb.com/?quest=5262),
which leads to 'Above and Beyond' (https://vanillawowdb.com/?quest=5263 https://vanillawowdb.com/?quest=5263) for which you have to kill Rivendare.

After this you can get the quest 'Lord Maxwell Tyrosus' (https://vanillawowdb.com/?quest=5264 https://vanillawowdb.com/?quest=5264) and collect your reward.
